Not really sure what your sentence is trying to say, but I'm assuming something along the lines of do people believe rockets can propel in space?
Over the past 2-3 years I've taken a big liking into space, as well as space travel. They say rockets aren't supposed to work in space because you can't push air in a vacuum. But the people creating the rockets for interstellar space travel also explained why their rockets work. I'm not a rocket scientist, so I really couldn't say. I know there is alot of controversy surrounding space travel. I'm more concerned why we can't send men to the moon, but we were able to 50 years ago.

The combustion provides a force against the rocket itself, not any external matter. So if a rocket is supposed to stay still when fuel is being burned, that would imply an external force is at work to counteract the engines.
