Okay what I did was the following:
I messaged them at [email protected] and asked for the permission to participate in the German segment since I speak the language fluently. They replied within two days and accepted me.

Same, still waiting for the update. More than 24 hours have passed since the last one

The delay is for everyone. Have even seen other people posting on Quora asking why their earnings didn't update. Happened last week I saw too, it took like 2 days. It will update though! Just keep checking every few hours if you need to know. My ban is lifted and I can post questions again! Yayyy!

Oh well, I also messaged them 2 days ago and they replied to me today with the following message:
"Hello,

Thanks for your question regarding the Partner Program.

Please note that when you were invited to the Partner Program, you were invited to a specific language where we thought you would be most active.

At this time, we are not able to add you to the Partner Program in German. We apologize for any inconvenience.
