Got scammed for IG shoutout $800 PayPal

What's the best way to dispute an IG shoutout service that was delivered but not as described (fake as shit)? I can also do a chargeback with my bank but as far as I know services are covered by buyer protection and not seller protection?

Should I submit it as item/service not as described?

What are my chances like? Both accs non US.

Definitely open a PayPal dispute. If that doesn't work, you can chargeback easily with your bank if you paid via bank acc. However if you describe it as undelivered service paypal should take your side.

$800 for a shutout is a lot of money. They must be a 1M+ page and don't know how you can get scammed with fake shit if they are as huge as I think. The bigger they are the harder is to cover the fake stuff.

Not taking there side, but are you sure you are just not happy with the result? Doen't mean if they are big that everything they promote/shout will be fruitful.

My thought goes the same way as @wizard04 . That page must have had a million followers and its impossible that the result is fake as hell. Could have been that your page content sucks or your ads suck too.

Or maybe you meant that you asked them to do a shoutout for you but not as per instructed?

The metrics were lied about and foolishly I didn't ask for screenshots. Lots of dodgy engagement well.

I would continuously petition paypal, with service not as described, but I would be careful, because if they actually made the post itself, and there was no fine print in the notes during the transaction about the levels of impressions/likes/views it was supposed to reach, then there is a chance that they could mark it "delivered as described" : - /

Hard to say what will happen without further information.
There's no advertising channel that would guarantee sales.

Don't do chargeback. Paypal does not like charegeback. Your account may face limitation. Open a dispute instead. I'm sure Paypal will take your side and win the case here. The only problem is that whether buying/selling such service violates ToS of paypal? If the trade is as per their ToS, you should win the case easily. I sincerely hope the seller has not send you invoice and wrote his own ToS there. if that so, that could make it difficult for you.
