It's sad so many link sellers are even selling these redirects as high-quality links because they are on a good domain but the link itself is trash and a competitor could get you busted by Google if they did a check of your links and found a bunch of these.

It is just a redirect link. There are several online tools to create redirect links in bulk. But they won't give any link juice. In most cases, just replace the target domain with your domain and it'll work just fine.
