I would call them grey hat.... botting is not illegal so it's white hat.. it's only against the tos and this is why I would call them grey hat..also look at the download section.. everything is illegal there..

How are they scam exactly? Everything has a pricetag nowadays.

On topic, CPA Marketing for Gamehacks can be considered scamming as the promised content is not delivered upon offer completion.

College gives you education by indebting you.
Actually making you a slave of rich people.. banks are pure scam because they lend someone else money to you... They sell loans to government.. but the money is ours. But we need to repay the government loans by paying taxes.. that doesn't make sense.. bank is a central authority which is given rights of controlling money.. they print notes.. gives us paper in return of gold or real estate securities.. that kinda sucks because currencies are getting inflated but the gold and real estate not. They are clearly scam if you think about those both.. 99% of people graduating are just poor employees and are in debt.. but the owner is probably a ultra wealthy person.

Exactly! Against the TOS and NOT a crime. So it's black / grey hat. But still no scamming.

That items in download are illegal do not make blackhat the same as commited frauds or crimes.

In my opinion, being scammed by someone means you are stupid enough to believe him or do what he says without actual checking everything.
And this is coming from someone who got scammed a few months back, I didn't insult the scammer, I just were surprised it happened lol.

You sound like everyone who hasn't his things in order. Blaming big corporations, governments and like lot of scam people see that as a legitimate reason to scam others.
