Only reason it's slow is when you got crappy hosting/server, unsafe only if you use nulled shit and don't update.

It's as safe as anything else as everything can be hacked if they really want you.

Drupal is awesome, but it's not for the n00bs.
Yii has some open source cms projects like Easyii CMS and so on (search in github for more).
You can even go wild and use another language like python (Django CMS, wagtail).
