1. Make sure you have equal word count as the sites on the first page or more.
2. Check if your On Page is all done. The basic stuff such as keyword in URL, headings, keyword density. You can have a trial with POP (page optimizer pro) or some other tools that do that stuff, or you can do that manually with basic sense.
3. If you decide to add more links, whether PBNs or guest posts, make sure you don't mess up with your anchor text.

Obviously making sure your on-site is bang on is really important.

So assuming that, then moving onto off-site seo - depending on your KWs, web 2.0s aren't enough to be ranking high up the serps. So, what next? I would have said PBNs are a good option if you buy from reputed sellers (there are some here on BHW for example), but given Google's latest crackdown on PBNs with loads of sellers getting their networks de-indexed, then unless your site is something you can afford to lose, I wouldn't take the risk.

So in that case, a self-owned PBN (whilst avoiding footprints) is a decent option to help boost your rankings. Initial outlay is not cheap however.

Why not do some more Web 2.0s? I noticed someone here on BHW ranking high competition keyword with just web 2.0s.
You can diversify the backlink profile with some image, pdf, doc and video sharing. Using PBN will give you quick boost.
