strange "action blocked" cycle

Over the past few days I am having about 5-10% of accounts get "action blocked" message. All accounts are aged and have good proxies. Anyone else experiencing this issue?

Should I shut down the other 90-95% of bots? Or are they safe? What do you recommend?

What bot are you using ?

and have good proxies

Unless your proxies are self-made residential/mobile ipv4 you cant be sure about quality.
Acc age is not that important.
Many other factors may be reason of follow blocks.

Play around with your settings and see at what point you start getting blocks. If you get them no matter what the actions per hour/day are it's probably the proxies. I would say there is no need to stop all the accounts.

I got comment block... some accounts were 15 per hour (didnt get blocked) and some were 10 (got blocked)

That means IG doesn't trust that specific account as much as the other one. That could be a combination of acitvities+proxies, just proxies, just activities, links etc. There are many factors.
