According to my understanding that google does not like purchased backlibks. But the thing is that how google obowa that we are buying links?
The final question is that, is it good to buy backlinks?

Good or not, that is your call. If you are buying links, go for quality over quantity.

People still assume Google are stupid, then when they get slapped they realise that's not the case.

Ye I'm seeing everyone say don't use fiverr type services for link building. Which seem the same as the link building packages on here. Won't pay off in the long run.

But now I'm trying to work out how to do effective link building?
 
Buying links is not a good idea in 2019. They are usually from linked domains that have the same IP's and owners. And these get penalized sooner or later. Try with guest posting and outreach it will be much better.

Buying links is legal but it does violate Big G's quality guidelines

Better hire someone and tell him to submit links on high da and relevant websites instead of violating G's policy.
