All the cloud bots (Nextpost derivatives are most common) allow you to upload photos and videos, most also in specific story format, very few even give you the possibility to add interactive story elements, @ and # mentions.
Then there are the bots that run on your computer, with Jarvee, GMT-2 and Socinator as the most often used. They also allow you to upload media one by one, or scan a folder on your hard disc to post randomly.
Last but not least, scheduling-only web apps like Hootsuite also allow you to upload photos and videos, though they usually don't allow posting to your story (or do so awkwardly).
A totally different question is whether Instagram accepts your photo (it's usually not a problem for videos): this depends on the IP used, with datacenter proxies having more problems, residentials fewer, mobile rarely any.
