Instant withdraws from Paypal to Debit card are the only quick and relatively cheap / mostly safe way that I know of, but it's more about the debit card. If you can find a debit card that supports instant refunds but is not a traditional bank account, this should work too, but finding that type of card would be finding a diamond in the rough.
But as far as I know Paypal would only accept a bank-issued card, and if you withdraw money from Paypal to your bank-issued card, then for all intents and purposes the money goes to your bank account.
I'm thinking more along the lines of buying bitcoins (or any other crypto really) and paying with Paypal, but not losing 10-20% on the transaction. And the main point everybody keeps making is that the people that sell bitcoin and accept Paypal charge huge fees on that because of the risk they are taking, the risk of chargebacks.
So with that logic, if you developed a relationship and built trust with somebody you could be buying cryptos from them and paying them with Paypal at a, say, 5% loss. I mean, yes there are scams out there but most people aren't scammers. Some people are just looking for a way to get that Paypal money out of Paypal without withdrawing it to a card or a bank account (for example people that use stealth Paypals because Paypal is a huge Dick, and people who are doing some tax funny business, etc).
