Hey, I currently have a guy who just started a week ago doing Offsite SEO for my site, he’s done 75 WhiteHat backlinks and my google index is 85 ... what does the google index number mean and is higher or lower better? And how many backlinks do I need before I start getting ranked?

If It's truely 75 WH Backlinks , that must have cost you a tonne.

Total number Links indexed on your website or Total number of Backlinks linking to the page you building links to.

It's not more the merrier game. It's about Quality over Quantity , So High or low doesn't really count But the Higher the better for Quality links.

No one can tell really , that's why you need to keep checking the SERP. Check your position with SERP tool. The higher you going on SERP the better the links needed.

Anytime you pay someone for links with the intention of improving your Google search engine ranking, they are blackhat links.

In 1 week 75 white hat links i highly doubt that.. you better check what kind of links he building to your site

First of all there is no such thing as creating White hat backlinks. Any backlink you create in order to improve your rankings is black hat, period. The fact that this guy is claiming that he build white hat links means that he either have no idea what he is doing or he is a liar.
Second 75 links for a week? There is pretty decent chance that your website may improve its ranking for a bit and then get hammered by Google (meaning penalized and out of the index completely) for unnatural links.Also those links are most likely 1. Shitty PBNs, 2. Spam comments, 3. spam forum profile links. Complete waste of time.
Third - you should ask here for advices what to do with your website SEO before actually hiring some half brain idiot to destroy it..

If you paid for links then, unfortunately, they aren't white hat.

Impossible to say when you will get ranked, it depends on niche difficulty and other SEO factors as a whole.

75 links that quick is not normal especially with your site not getting that many links, maybe parasite but still.
