I just tried to create a new ig today and I can't it says something "BLOCKED you cant create an account"

Can you explain exactly what you're doing? I was trying all different types of account creation methods with 10-25% success rate before this method. If you explain everything you're doing I'll try to identify what might be going wrong. You're leaving a footprint somehow.

this is driving e crazy...
I have installed WebRTC Leak Prevent, Random User Agent and Ghostery and Canvas blocker.
enabled all in incognito mode
put my phone on airplane mode and checked that the ip as changes.
connected my phone with usb cable to desktop. changed user agent. check the ip again on the desktop.
go to instagram and try to open account with gmail.
they still see me coming...

1. Make sure you're turning off Wi-Fi for your computer so it's just the hotspot tethering providing the connection.
2. Whenever you open Chrome try syncing to a different account that you haven't been using.
3. Alternatively, you could click manage people -> add person -> open guest window and do the process as a guest. You would need to repeat every time if you do it this way, but it's not very time consuming.
4. I would recommend using other email provider such as Outlook or Mail.com (No phone verification)
