Try to get payment meathod approved then try to create campaign with a blog site or dummy site.

I tried and now it works for my my campaign working from January 2019.

aha.. now what is your ratio.. mine ratio is 60% last week.. and can you give me a favor about dummy page... I am working on dummy and don't have an exact idea....

Firstly you can use any dummy link can get the payment meathod approved. And then wait some time dont make any changes until your campaign start giving you responce.
My campaign is still working and conversion rate is good.
