CPA + Facebook Ads

How can I promote cpa offers of sweeptakes of email submit or cc submit with facebook ads? What angles can I use? I've tried angles of quizzes where I do some questions in the landing page about some tv serie or film. Also I've tried to promote directly, without angles but It's more risky because FB can ban me.

The results are good in fb ads, I get a lot of clicks with low CPC, but I don't receive conversions to the offer.

Could you give me some advice?

And your problem could be your LP is not good enough try to change your LP
Or your offer is Too good to be true, dont advertise those Shitty offers like: Get 1000$ Amazon Gift Card, 1 year Free Mcdonald free food, who the Fuck will sign up on these offers !!!
Try to Target your audience, think who is interested to that offer your promoting, and definitely have to change that LP!

Yes, I do it, but the most part of these content is shit.

It depends on the sweepstake. SOI/DOI is easier than for example a CC submit. CC does pay way more though
