Anyone know of an url shortening service that leaves links alone in perpetuity, even if they get complaints? Any recommendations would be appreciated, thanks!

There may be some but the safest way would be to make your own.

Bitly definitely blocks urls and quick. Thank you all for your replies though. And I can't make my own, it has to be a service with a trusted, well known, domain with solid reputation.

Those services are most likely to kill yoru links, instead you can find a free and open source shortener scripts and deploy your own(such as kutt.it)

meta 301 redirection is best and good for SEO purpose.
You can host on any cheap or free hosting and leave the links.

Using your own script? I got one for the movie site and adult sites. It's easy to handle and hassle-free. On offshore server.

Bit.ly is overused and instantly gives an impression as a spam link. There are others like bl.ink, rebrandly, Ow.ly and Buff.ly (buffer).

These are only good for small scale use. If you intend to use url shortening on a premium site, then custom urls will help in branding. Register a short domain name and use it as a link shortener. There are plugins for this purpose.
