If you google guest post lists, there are tons and tons of results for that 1 search term.
Which means there are A LOT of websites writing about the same topic.
Here's a sample of what I'm talking about:

https://www.themecircle.net/5000-sites-accept-guest-posts/
Given how many outbound links they have, it wouldn't really be a strong link. A bunch of them are nofollow as well.
But it'll be great to have a couple of those for diversity. Too many people rely on buying packages when they can send out 50-60 template emails (Under an 1-2 hours of copy pasting) or outsource to a cheap VA.
Having a white hat link profile gives you a better valuation. (As compared to spammy forum, profile links w/ spun content) + opens you up to more guest post submissions - free content.
If you wish to scale it up a notch w/ automation & reach out to a couple thousand websites, cost would be at the minimum. (As compared to actually doing guest posting, providing content, emailing back and forth).
Steps:
Scrape everyone with a 'guest post list' article on google.
Send them an email saying you take guest posts and thought it'll be cool to be featured in that resource/guide they have.
Repeat.
