[WTB] Very High Authority Links

A bit of context: I have a couple of keywords stuck on page 2 for my website. I've done everything by the book in terms of on-page SEO and organic link building, but it seems I still need a bit of horsepower to really mix up with the big guys.

Most of page 1 competitors have a bunch of links from high-authority sites, like Inc/Entrepreneur com or legit student blogs on edu domains.

So, what I'm looking for:
- Links from sites/pages with as much authority as possible, like the ones mentioned above. I'm only interested in raw link juice. So only d0follow and no crappy profile links or blogs on open platforms
- It doesn't have to be branded articles
- I don't care too much about relevancy/anchor text
- Budget: hoping to get a couple of such links for under $1,000.
