No. Add the tag @like_ninja to a comment you write on any post on IG and the comment will get 1000 likes. and boost to top of page rank

I think the op is trying to get the IG account viral by tricking people. The mentioned account has just 29 followers & d owner is even begging people to like the only post in the account. The post also has less than 50 likes.
It obviously seems to me this is just a bait post.
