From what I know, YouTube hates it when you take users off their platform.
Say you upload a video telling subscribers to go to a website, facebook, twitter, or IG.
YouTube will detect a large number of user sessions ending on your video and stop it
at it's tracks by not pushing the video to any more subscribers and stop recommending it.

My question is this:
Does Instagram do something similar?
How many users can you effectively take off of Instagram to a new YouTube video?

Instagram loves doing that
it has no problem
you can put your channel link on profile bio

About what percent of followers can I take to a YouTube video via new post?

I think IG won't limit such redirection. A reason why CPA still succeeds

I was thinking this because instagram is owned by facebook. Facebook definitely has a penalties when you try to take users off FB to youtube. Any post with mention of youtube gets no reach.

Sooner or later IG will implement the same strategy.

I'd like to learn that too.

New post = you mean telling users to go to your link in BIO or uploading a link to YT video in your story? (swipe up option)

Ovio it will bother IG if you redirect users OFF their platform thats why they charge more on IG ads if you want to redirect users to you site/landing page.

But I don't think IG will harm your account if you do that because IG and YT are totally different.

swipe up option will get you 1 view maybe. ig encapsulates then url click to their in-app browser, meaning there is no youtube login session, stopping them from subscribing and liking.
i rather tell them about the channel or a new video and have them open the youtube app.
