Link diversity vs relevancy for local businesses

Hi! I'm pretty new to the Local SEO game and I'm finding myself overthinking a lot about my backlink options due to relevancy. With nationwide sites it's much easier for me to find relevancy in many link opportunities, while in local SEO I feel like business directories and niche relevant blogs are pretty much the only thing I can consider relevant...

Would love to hear from you how to approach this and maybe the correct way to look at it (not looking for a fish but tips on how to fish).

I have primarily tried for relevant links but if your having a hard with that some good quality links at are not relevant is better than no links.
 
Start with Relevant links and expand with Diversified Links with the time..
 
Why not both?

If I'd have to start with one first, I'd go for relevancy first.

you can still rank by submitting on relevant sites but for link diversity do some social bookmarking on high Da sites (just for the sake of link juice)
Along with directories you can submit your websites on classified websites too.
