Kinda read up some claim Bounce rate high don't matter

whereas some claim it does

It does
High % bounce rate means many users leave the site after landing, if they leave the site - content is crap, crapy content - shouldn't be in search.

hmm interesting why some claim is " subjective " ok for an example I daily go read news , I actually to be frank never stay the site long like CNN , BBC , just happen to catch some interesting news just see than browse a bit and leave the site.

Few things to take into consideration: you can read an article stay 3 minutes on the site and then come back again, or you can spend 5 seconds on the site and never get back.

If 99% of CNN/BBC users would leave the after browsing one page they wouldn't be so successful online.
Most of the users are actual readers and return to the site even if they are not reading it daily.

Im not an expert but I would assume it don't matter too much otherwise site like weather sites wouldn't rank average viewing time on a weather site according to the BBC is less than 10 seconds as most people cheek today's weather which is displayed straight away then leave as they have got the info they need. So if bounce rates made a difference then when searching for weather rather than getting accu weather BBC weather popping up on the top 3 it would be sites with articles explaing different weather types ect as they would have a low bounce rate

Well i just put myself as visitor .

As mention I surf , google around for information frankly speaking I stay the longest just near 5 mins .
Some readers can read fast , just roughly read , some don't.

Unless you happen search for topic like guide or help , than perhaps readers will stay longer as they search some thing they
want to troubleshoot their stuffs or tweak etc.

For other misc sites , I hardly will go back . I don't even bookmark.

that me as surfing internet , of course every one surfing habits different .

Next also information overload , too much to read guess this is why visitors just glance a bit left a site and go move on to others
same site related to the same niche.

This is why , we all aim to be appear on Page one from google search.

40%-60% bounce is normal, but bounce with a good time on site is different to a bounce with 1 second on the site
Bounce from returning user is also different from bounce from new user, as new user may never come back

Check time on site, pageviews, and the bounce rate:

BBC

CNN

How long do you spend on BHW?
How often do you return to BHW each day?
How many pages do you browse?

This all should be taken into account
If 100% of users leave the site in 5 seconds and never return it can't be for a good reason
If 100% users bounce, but spent 1 minute and return - it may be a service, specific content, or other reason, justifying bounce

Matter for what?

If you mean ranking, most likely not taken into consideration as a factor in itself, but "is often a symptom of weakness in other SEO factors." https://conversionxl.com/guides/bounce-rate/seo-impact/

It matters though for understanding how visitors use your site.
"In the discovery phase, a high bounce rate is much more common as readers are exploring and retaining new information. As readers move toward the decision making phase, however, a high bounce rate begins to indicate that users are considering other options (and possibly selecting them.) At this stage of the funnel, you will need to adjust and optimize." https://contently.com/2018/03/20/bounce-rate-really-matter-content-marketing/

Sounds like a pogostick situation, which definitely impacts ranking https://patents.google.com/patent/US20080275882

hmm thanks for the confirmation , so literally best is 4 to 5 min range is consider not bad? with blunce rare less than 50 or 60 at least?

Depending on the type of site - 5 minutes can be an awesome time for a visit
Average time per visit can vary about 1-2 minutes and its totally fine.

Bounce rate between 40% and 60% is normal as well.

guess the ideal range is 60 like that at least better

I check some site content good but why bounce rate high?

Not alone. But if you add the visit duration time then it's a very important one.
