Youtube Adsense and Monetisation

As far as i know you don't make the same amount of money from youtube in all countries, that being said, how do they track the country and decide on the ads ?

Do they track my ip when i'm uploading the video, or through my google adsense account?

Is there a way to own and manage an account from a country and have a friend from USA link his Adsense account and earn the amount of money I would make if i would be in the states? (My friend will send me the money afterwards so they're not being sent on a non-usa ip - if that makes sense)

the ads depend of country of viewer.

than mean even if you post japanese content if a german viewer come see the video, he will get german ad
