Can't pass google phone verification

I want to create hundreds of google accounts, but I can't seem to pass their phone verification (even for the first account :D).

I always end up with the error "This phone number can't be used for verification", even when typing a dummy number.

I'm using smspva.com to get a 4G russian proxy. When typing any russian number, I get the above error. But if I select my own country, it works with any number.

Used a different PC than my own and installed a new browser, so I don't think that they tracked me.

I'm guessing the problem is with the proxy, but if they are actual 4G IPs, I don't see why would it refuse numbers from the same country.

Does anyone have some advice on how to bypass this? Or recommendation for a proxy that works if proxies are the problem?

There are some paid services out there, a google search can throw up many providers. Free services in this niche doesnt work very well as they get spammed to death very quick

The one that I'm using is paid. A bit cheap, but not free. Can you give me a recommendation?
 
Google won’t allow Voip numbers.
Use Verizon #’s

Google emails can be created like 3 accounts for 1 number only.
There are different other email services where you can register bulk accounts without phone number.
