First you need an aged PayPal account is fully verified. One that has been used and had a decent amount of money through it.
Then you need the owner to have very good credit score. And even then you will only be able to use the credit on the account at certain retailers online.
You can not use the funds just to send to other people or withdraw out of the account.
PayPal security is extremely tight these days and could still “hold” your account at the drop of a hat for no reason at all.
It’s honestly much easier to open a regular credit card if you have decent credit history.
