Image compression, enabling G-zip, faster webhosting, mobile optimalizations... it will depends on a large variety of factors.
It's hard to tell you which will increase the mobile score. My call would be: install WP Rocket and adjust the settings according to the Google suggestions.
I have a few personal favorites: for the more complex contact forms, like registration forms, I'd like to use Gravity Forms. But for a simple contact form, you can use Contact Form 7.

You can make something like this with Gravity Forms and add a PayPal payment module to it.
