About it, does it exist also a tool to exclusively block people on ig?

for example for ios exists cleaner but you can filter by 4 generic options (not followers, not active...), i'm interested also in filter persons by numerber od posts...of followers...etc...

Your best bet is to look on github for the free libraries that can do that. However, you will need some programming expertise to get it working (not a lot, but some)

I think yes, but haven't tried it, read the Readme on their Github where there are all functions it can do

If blocking ghost followers is your main goal, and you're looking for something free.. check the play store. There are a ton of apps that do just that free of cost.
