Mostly bots or I would say inactive accounts with a good looking profile. You will not get engagement unless specified same as any other kind of interaction. If you try TOP likes for example the profile will be active with stories/posts and thousands of followers but still they will not interact.

You were probably unlucky and got the wrong timing, by the way I saw you ordered from the $4 one and it is now completed, because I advertised that the cost was $3 I refunded part of the order so that you only paid $3 per k for that order. Sorry for the inconvenience.
