Seems you figured out a solution already, but I thought i'd share another possible avenue:
Is online gambling illegal in your country?
Years ago, I used to do matched betting for beer money.. Paid friends to let me use their ID's when accounts got limited. Would set up a skrill account for each as well..
So if you are able to set up a bookmaker account(accepting Paypal deposits), and skrill with same ID as paypal, then just deposit to bookie using paypal, make a small deposit with the new skrill to enable it for withdrawals in bookie.. Let the money sit for a little while, making small bets on low odds, to seem legit to bookie..
Then withraw it all to skrill, and send to your own..
Not many bookies accepting Paypal these days though. Bet365 used to back in the day. You can look around if find need for alternative to your method
Should cost less than 5% total
Or, and this is just a thought, you could let people know (here on the forum perhaps) know that if they need to make paypal payments, they can contact you, and then you can pay it for them, offering that they send you 95% on skrill.. Would that work?

I even read of people having problems adding their tranferwise bank info into Paypal.
How about this.
Can anybody think of a Digital product that can be purchased with Paypal and then easily sold (and get paid via Payoneer or Skrill or even credit card - through Payoneer i guess).
Im thinking digital product because who the hell wants to wait for gold or silver or some physical product to arrive. Besides, we're looking to flip money, not become merchants.
So the digital product has to be an EASY sell, even at a loss. Buy it for $100 with PP, sell it for $95 with Payoner or Skrill, youre still golden. And the buyer got a bargain.

Also, you could just ask someone to transfer funds from PP to Skrill and take a fee for that. :/

Buy Instagram accounts with one account and sell them with the other account. Easiest I have found with no money loss.

Why not just open another bank account for yourself, then link it to your family member's PayPal? Name mismatch sometimes an issue, sometimes not. Worth a try.
This is what i did, when one of my PayPal's was limited for 180 days and the funds became available for withdrawal. Name mismatch wasn't an issue.
Another option: buy stuff and flip it locally (or re-list it online). Can be a pain in the ass, but if you know, what you're doing, you can even turn a profit.

How come? PayPal always takes its cut, it's true even for FnF payments now unless you send money from US to US, that's still free using the PayPal balance or bank account.

Paypal fee is nothing compared with using Fiverr, Freelancer, etc.

i think it's easy, just you have create payoneer account with the same name of your family member than link the card to the paypal account and withdraw your money than transfers them to your original payoneer account

Yeah, I talked about the PP to Skrill thing already.
Yeah but, that's like now I'm getting into a business. Find accounts, don't get scammed buying them. Find buyers, don't get scammed selling the accounts. It's a hassle.
Yeah I just feel like it's a dead giveaway. PP in one name, bank account in another. Different addresses too. It's just playing with fire with my money, you know.
I guess it's worth a shot, or maybe just exchange PP to Payoneer or Skrill and kiss about 10% of your money goodbye. You pretty much have no risk doing this. Send you $1000 with PP, you send me $920 with some other payment processor, by the time I receive and withdraw the money I'll get $900 in my bank. But risk is low, and not much hassle after you find a few people to be doing this with.

The problem is that Paypal doesn't always accept Payoneer bank account to be linked to Paypal. I mean, worth a shot, but might not work. And also, sending money via Paypal is less risky I guess than withdrawing it. I just feel like Paypal is less likely to put your payment under review if you're sending it to a person than if you're withdrawing it.
And then, you're withdrawing it to Payoneer in this case (if you were even allowed to link it in the first place), so maybe the withdrawal gets rejected because it's a virtual bank account or whatever.
Yeah, ultimately that may be the best way. The safest and least hassle way to do it.

I use Monese to cash out my income, works great with PP. They are a bank in UK. Do some research, maybe you can use it
I ready a few good things about Monese. But it's only for EU citizens (maybe US too, not sure). But I'm not in the US and not in the EU, so it won't work for me.

I don't sell ebooks. I mean, I do a little bit, PLR kinda stuff, makes the odd dollar here and there. But, not like what you're saying. That's not my business.

You might even be better off buying bitcoins, and then selling the bitcoins to someone for Payoneer.
