How do CPA Networks get their advertisers?

Apologize if this is inappropriate in this space but im curious how CPA affiliate networks get their advertisers to promote their products on their network? Do they recruit them off of ShareASale and other websites similar to that???

The first place I'd work with is also the biggest, Google Adwords. They offer the most extensive targeting, and have the most volume to work with, so if you can get something working you can add scale to it.

so recruiting from google adwords would be a way the cpa affiliate networks would build a client base (on the advertiser side not affiliate/publisher)????

Could you elaborate a little more or give me an example on how one would use adwords to find advertisers products to promote?????
