If I pay a fellow blog owner for a backlink is that purchase subject to sales tax.

If you aren't charged a sales tax you may still have to pay a use tax if its not something that is tax exempt. It depends on where you live, different places have different laws regarding sales and use tax.

For instance you don't have to pay sales tax if you hire a lawyer or for an accountant, etc. (I'll also note that in the US there is no national sales tax, so the state taxes are the only ones in question here.)
