Sales Tax on Paying For Backlinks

Any (there are of course exceptions, but this is not it) income is a subject to an income/sales tax
 
If I pay a fellow blog owner for a backlink is that purchase subject to sales tax.

If you aren't charged a sales tax you may still have to pay a use tax if its not something that is tax exempt. It depends on where you live, different places have different laws regarding sales and use tax.

In most states in the US, purchase of backlinks would be a service and in most states services are not subject to sales taxes. For instance you don't have to pay sales tax if you hire a lawyer or for an accountant, etc. (I'll also note that in the US there is no national sales tax, so the state taxes are the only ones in question here.)

Of course, if you are selling links, then it is income and that is subject to income tax.
