Questions Regarding CC/Technical For Google Ads

Hello everyone! So I've had a few Google Ads suspended already, and I'm trying to put together the reasons on why this happened, one of them is the CC's that I use.

So I'm able to get an unlimited amount of CC's, although the problem is, all of them are registered on my name and my address. Now the question might be silly, but does Google get my name/address after I make a payment from the CC? Even if I list a random name and a random address?

The reason I'm asking is because the first account I created wasn't suspended, only the ad was rejected because I messed up my safe page, although the second account got suspended instantly, and that got me wondering if my CC's are not linked to each other, even though I use different one each time...

Also, I've done a few hours of research on this and the answer seems double sided, it's about residential proxies vs VPS + private proxy. Which one? Residential proxies cost an insane amount, which would probably not even pay off if I'd be running CPI traffic to my website, and I know for a fact that people get CPI moneypages approved and it pays off for them, so I'm quite confused on how I should deal with this issue...

I know my ads are fine, one of them got approved on an absolutely fresh, unwarmed account, with a cloaker of course.

The question still remains the same, my ads are running smoothly right now, they're undetected, but I'm using someone elses account and splitting the profits.

So I thought of a way to create adwords accounts, let me know if that would be doable:

1. Connect to a 4G connection from my phone to my PC.
2. Clear browser history/cookies etc.
3. Create the account.
4. Add a VCC/CC.
5. Warm up the account.

So what I'm worried about the most is the 4G connection part and the clearing my cookies/history etc. would that still cause any issues since I'm doing it on the same computer? Would using a VPS be any better? Although that would mean I'd need to create a 4G proxy. Would Google still be able to track anything? Also regarding the connection, is this considered safe? To connect through a shared connection from my phone and simply create my account that way, please if someone has any information regarding this, let me know.
