Too many factors to give even a rough idea, could be $100 could be $10k.

We do need some more information as MisterF already mentioned. You could have a website up and running for $10 but it can vary based on your requirements.
You'd be looking $60-100 for something half decent.
If you're wanting this to happen, check the marketplace or post a Hire A Freelancer.
Is the 'we' a generic word or are you asking for yourself and your other account on here?

Honestly, yes. But I would not recommend going for a $10 website since that usually means shared webhosting which does not provide the same performance as running your own VPS. Have a look at DigitalOcean or Vulture instead and get a proper VPS.

To startup your own website, you would need to buy a hosting service and a domain name. You can use WordPress for your content management as it is free and very easy to use. A hosting service would cost you for as low as $3 per month and a domain name for as low as $8. I would suggest using Namecheap as they come with hosting, domain name, webmail and control panel in one place.

I think you can have domain + hosting for $1 the first year.
This is the cheapest option.
With wordpress + content on auto pilot you may be able to find the full package for $5 including domain and hosting for one year.

Of course that at some point you will need to pay more to get more.

You can have a basic webhosting at namecheap for 3$ and 10$ a .com domain, if you hire a freelancer for one dinamic page that you have a backend admin dashboard that can change frontend content i'd say about 300$
