If your tier 1 links are weak, then you need 2 and 3.

Yes, but your focus should be on T1, don't spare and aim top sites. That is crucial. T1 must be done properly, or T2 will not work. After you built 5-10 really valuable T1 search for best PBNs here on BHW and use them as T2. Good luck

If you set up Tier 1 properly and your links are NATURAL, yes it still works

It will probably continue to work until Google finally uses a NON-LINK basis for search rankings (not possible right now but given how fast Artificial Intelligence is mutating, it is not out of the realm of possibility)
