Disavow without an actual penalty?

I recently took over the task of managing my company's internal PR and link outreach teams but prior to me joining, there had been some link purchasing going on. Not many but there are a handful of spammy guest posts that aren't very relevant or authoritative.

Is it worth disavowing these without a penalty? Is it good to get ahead just in case or would we be wasting our time?

Prevention is always better than healing. If it were me I would disavow shit links before they hurt your company's site.

That's what we were considering but I haven't been able to find much data on if someone has done this before. Some stuff I've read says not to bother if there has been no manual penalty but to in this space and how closely monitored it is, I'd rather be safe than sorry.

I've done it in the past. No negative results so far as in rank drops if you just keep to links with DA under 15. I never let it pan out though to find out what would happen if I haven't removed them so it's up to you on this. Your site your call buddy.

Contact the webmaster and ask them to remove the links, if you cannot find them or they refuse (asking for more money usually) then check when those links are received, if there is visible negative result from them - if yes, disavow, if not - leave them.

If you’ve done as much work as you can to remove spammy or low-quality links from the web, and are unable to make further progress on getting the links taken down, you can disavow the remaining links. In other words, you can ask Google not to take certain links into account when assessing your site.

This is an advanced feature and should only be used with caution. If used incorrectly, this feature can potentially harm your site’s performance in Google’s search results. Google recommend that you disavow backlinks only if you believe you have a considerable number of spammy, artificial, or low-quality links pointing to your site, and if you are confident that the links are causing issues for you. In most cases, Google can assess which links to trust without additional guidance, so most normal or typical sites will not need to use this tool.
