Do you need to be an expert to do adwords or facebook ads?
i was thinking of going to businesses in my area and asking them if i can do adwords or facebook for them. ive seen some car wrap shops and other businesses that may need them.

is this a good way to start? and make them pay me monthly.

An expert goes through trial and error. Your advantage is learning from their shared experience. Now you will go through trial and error to become an "expert" in advertising. You should play with Facebook advertising for a little bit to see how you feel, then take the next step.

Knowledge comes from experience, the rest is the theory (based on someone else's experience).
Unless the intention to scam (which I hope not his intention) he'll be able to bring some result (considering they don't work already with the agency).
Don't be afraid to try and learn new things, while getting paid for them.

It's true that you have to start somewhere and can build up your knowledge by working but you have to know the basics at least.

To offer a service you need to have a experience in that niche. Try to "play" with adwords and fb ads. Before starting read and watch a lot of videos about this niche and you will spend less and make less errors.

i have watched a lot of youtube videos and i know about cloackers etc but legit businesses will not need cloackers. so setting up google adwords may be quite simple.
how do i determine how much i should spend on adwords each month? and how do i work out how much i should charge people?
