Is this illegal YouTube channel to monetize

I found some of Youtube channel creating video like comparing different actor/actress by age, it is just like photo slideshow. I found they get their youtube channel verified, is it legal?

If it's under YouTubes Fair Use or they have the copyrights to it, why not?

If i create the YouTube channel similar like https://www.youtube.com/channel/UC_-BKZHFHcXKIQ_C5vPV4Ug , and download all actor/actress's images from internet. Then use it all to create video and upload to Youtube. Will it be consider fair use?

any image that is copyrighted has to be used in moderation to be considered fair use. Regardless if its for news/teaching/ whatever Purpose. any copyright owner can claim their images and strike your channel if you use large quantity of their images. You better be making sure you alter the photos if you dont want to eventually get multiple copyright strikes. But good thing, many images on the net are not copyrighted.

they rarely claim copyrighted pictures, they mostly claim copyrighted music and videos

That channel is full of misleading content and fake thumbnails, even kids will report 'em, at least they should.
