Yes, they are location based. Google has now made it quite simple to change the location of your search in;

Search settings >> Region settings.

For example, 'site:indeed.com warehouse jobs' returns the exact same localized results as 'warehouse jobs', and both return geo-appropriate results if I switch the search region. The same appears to be the case for Yelp, Craigslist, etc.

"Operators" in this context means specific keywords you can use to refine the Google search results. You could use 'site:blackhatworld.com' and get ONLY results from BHW.

I forgot to add this in the original query but I meant with the filters in the current language of the page.

Basically I'm searching for a method to find out what people search for on a website

But I guess it depends on the query.
If these pages are static and stored in the cache I would expect the same pages I agree but if i'm searching for search query for a site for a certain language I would expect different result.

site:example.com search--> location UK, London
site:example.com search--> location UK, Manchester

I can filter the language but is the result based on my current location ?
