All pins have url. if you are making a new pin then it will be the url you insert in it or if you are pinning from your website, then it will carry your website url automatically. If you are repining then it will carry the url of the person who created the pin.

I think he ment if you make excessive amount of posts with urls in a row, if it’ll get you banned

I’ve posted quite a few posts with the same url in a row, without having any issues, but if you’re spamming they might see it as a problem.

Try to think how much a normal user would do. Thats the amount that is very safe to you.
More than that, I think is just a try/failure adventure
