301 redirect from a blocked site

Hello everyone,
I hope to have chosen the right section. Please forgive my english, I don't speak it well.
I have a movie streaming site that has been blocked by authorities in my country.
I made a 301 redirect to a new domain, but it seems that the redirect is not working properly.
The 301 redirect works and the website shows only when using a VPN, but it doesn't without VPN.
Is there a way to solve this problem or this is normal that the redirect doesn't work when there's a block from authorities?

do you have a firewall installed on that server where you have the 301, as it make sense why it work over vpn maybe whitelisted while all others not?

Maybe the ip you are using which doesnot load the website from that country, Like few years ago youtube was banned in pakistan so any ip of pakistan cant open youtube

Hi, I asked various friends from my country to check if the website is working for them and all of them told me that the old website would not redirect to the new one. They are all from my same country, where the site has been blocked.

Try access site with IP only and tell me results so we can know if the block is on domain or IP.

Also in windows CMD run this:

traceroute YOUR-DOMAIN.com

That's cloudflare.com IP, ain't your server IP.
Still though when you try to visit it using your browser. Does it work?

Yes the redirect works when I use my browser.
Maybe this is the IP: 87.120.36.27
I do have Cloudflare.
