Yes you can split the web 2.0s between several domains, as long as they're all in the same niche.

And as far as cross overs, no worries. Each web 2.0 will only link to 1 URL that you submit

So if you order the Ultimate Package for example like you said, you would get 20 web 2.0s linking to your domain1 and 20 web 2.0s linking to domain 2
