Is Web .20 PBN working like this in 2019?

Hello, I am about to create a Web 2.0 PBN Network. And I am still wondering if this works in 2019 like this.

My Plan is to Register some Web 2.0 like 20-30. But not at once but within Months. Put some Content on it (properly done with videos,images, inbound & outbound links). Also put some Posts on Shedule for a few Months. And then Blast each 2.0 with a 5$ Seoclerks Service. Here and there I will also buy Expired 2.0 ones, but I want to keep a mix with fresh and epxired ones.

Is it working like this?

Web 2.0 PBN network is not a PBN network. Web 2.0s are web 2.0s, PBN is a PBN. There's a world of difference between the two. Both in setting them up and most of all, in power they provide. What you are trying to do is a simple web 2.0 backlinking with tier 2.

Web 2.0s still carry some decent power, but do not expect miracles from few web 2.0s and crappy tier 2.

Yes, this is good to create link diversity but nothing more. As Nargil said, there's nothing mutual with PBNs - you should have links from both PBN and Web 2.0 but it's not same.
