I checked it all and definitely, it's a dropped domain. He is giving away link for guest posting to enrich site's no. of content. And when it comes for free I have no problem if its safe for my money site. It matters if I need to pay for the link. Again it varies person's perspective.

Sure, he's giving free links, but take a moment to imagine how high the OBL will get once he starts uploading every article he gets.

Obviously, I do care. I noted if it's safe for my money site means I did check all the metrics and archive you did before. And you are right about that OBL and again I am not thinking about getting link juice as it already has no juice to pass. It was an article directory before now he bought it and relive it to sell link later. What I need a diversification for my inner blog post. It comes handy when it's free contextual links for me.
