Yes, you can still send out bulk emails and reach inbox... depending on your method

Buying email lists is not a crime. Spamming them *may* be considered one, depending on your source and the recipients destination jurisdiction.
Simply send them an opt-in email before you send offers to the list. AFAIK, that should negate any problems you may have.

What do you mean spam? Is spam a free offer? Or tell them that they can get 50% off if they opt- in?
The only way I'd do it is if the product or service is very very related to the content you are offering to your reader (consumers). When you get amazon or ebay related products you get annoyed. However if the product is very related to a product you were actually searching then you kind of think it over.

Ive created a custom web interface which inserts multiple email accounts for a single list. I cannot decide if i should run the campaign or not.

Any list that doesn't have a custom information about the prospect is shitty. You can buy/scrape a bunch of emails, but no matter how targeted they are, if you don't personalize each and every email you're not gonna get anywhere (unless you're playing the numbers game). I usually get at least 80% open rate when I use cold emails (i used cold email for mass influencer outreach and I use it now to promote a service). I recommend you check out Alex Berman's youtube channel if you want to learn cold email.

If you want stay under radar, then 200 emails per hour from your company email is fine. So this is 4800 per 1 email (website). Just scale this to 6 sites (unique emails with unique copy) and you are good to go. You can automate whole thing with cold email software. Though I recommend you using something which do not cost monthly.
