It's wholesale price. The market price is usually a little extra and depends on the market's competition and demand.

SEO work is usually done as consulting jobs.
It goes case by case.
Mission impossible's are more expensive, for obvious reasons (you'll put in more hours).
Other easier jobs can be done cheaper to please the customer.
White Hat SEO U$ 1 / hour
Black Hat SEO = U$ 120 per hour
(The WH pricing is kinda tongue in cheek but U$ 120 for BH can be realistic in some cases.)

Well not sure if there is any fixed amount/hr anyone can quote, It depends on various factors, like number of keywords yo are targeting, competition for those keywords, any local packs etc . Also experienced guys with proven track records may quote bit higher than standard industry rates and newbies will agree on any rate for you.
