[HELP] Where to list Fashion Affiliate program?

One of my client has an Indian Fashion Jewellery ecommerce site. They ship globally. Having 10% affiliate commission per sale. Problem is he is not able to join any affiliate programs. Recently Optimize Media rejected them citing low traffic.
Is there any way to get listed into Affiliate programs with current low traffic and low sale volume?
