How many accounts would be safe to create per SIM?

I've done it with 3 per sim but at some weeks distance

Good question. I have tested and it worked for 10 or so before I was able to create new accounts with that sim.
What I wonder is - how can instagram even block this.
As phone IPs change every time you go into flight mode.
Are they tracking the device it is created with? Or do they have another option to track the SIM card directly?

each device has its own unique identifier along with some other goodies so its not about the ip address. gov agencies use these methods to track among other things a particular phone and that includes burn phones, so you need to change the units (phone" identifier and other goodies)..similar to mac address++ for comp's, its just that a phone has more reference points than what a computer has for tracking purposes. Although some very dark and rather difficult to find ppl use a form of virtual cell phones that piggy back the open network connections that "techies" use..and yes there are open free to use gsm connections but you need someone who will show you the settings to use these lines regardless of the continent you live in.

I think if you let enough time to pass between creation you can create as many as you want and right after creation, erase ph number in the account. The thing is if you use those accounts to bot, you don't know if the IG will link those accounts and delete it so yes, it's debatable, but safe number will be 3 (same for same link in BIO)
