I can't create an account on any of my devices, it keeps on returning an error.
I'm wondering if they blocked device IDs of people who create numerous accounts? Anyone have this issue and find a workaround?

That depends what service you talk about. If it's the Facebook group of companies: yes they do.
What to do about it? Simple, reset device ID. You ca do this on rooted/jailbroken smartphones via an app, on "normal" ones by resetting them to factory settings.
