You can't find any without ID - check if someone has for sale some VBA with German details ... but you can always try transferwise - they have german bank details.

As far as I know transferwise does require verification.

Then after first operations into your account they ask for selfie with id doc in hands.

Also you can use Revolut bank account.
Do you really need a German bank account or just an IBAN? Because most of the time if you do business in Europe you only need an IBAN which you have all over Europe. So you can use any Bank in Europe.
