Because usually pvs come regardless of whether a phone number is added or not. Worth a try though.

Since the instagram customer support is terrible, I figured I would come here and try to get some help. Every morning I have been getting an instagram pva on my account, the only thing I've been using is jarvee (with my home ip, and would only follow 400 people a day) and an app for fake likes.
I changed the password and stopped using jarvee and the app and even for 4 days after that each morning I got a pva.

Is there any way I can prevent this from happening as I am not even logged in and no actions are being done and I am still getting pva's.

It's ur likes crap APP.
If u have installed this app on your phone delete it (even if ig acc it's disconnected), cuz this type of apps use ur IP + device info, sometimes they resell also or they play around with shady things.

It's possible that u ve ur device flagged.
